[It takes basically the equivalent of possible premeditated murder to lure the Piemaker out from the hole he's dug himself in after the breach. He killed people during the breach.
...Which isn't to say he doesn't kill people as usual, but this sort of killing was horrible and gut-wrenching and not at all ideal.
And there seems to be more of the same coming from his inmate, so it's up to him to drag himself out from hiding away and contact him]
